ADA complementary paratransit service is available to those unable to use the fixed route system at all, those who require an accessible fixed route vehicle which is unavailable, or an individual who cannot get to or disembark from a fixed route stop or station. For the Transit Cooperative Research Program, through the Transportation Research Board, Planners Collaborative developed a model for better estimating the demand for ADA complimentary paratransit services. The project produced tools and an accompanying manual to improve ridership estimates for ADA complementary paratransit services to assist public transportation systems in planning and providing services in the near and long term that meet ADA paratransit requirements.
