Planners Collaborative completed case analyses of key management, operations, and planning decisions made by eighteen recently formed MPOs around the U.S. The goal of this effort was to produce guidance material to assist MPOs as they began organizing themselves to assume their transportation planning and air quality monitoring responsibilities. Planners Collaborative worked with FTA, FHWA, and the Association of Metropolitan Planning Organizations to identify the types of issues that have been traditionally viewed as challenging in the startup of an MPO.
