For FTA, Planners Collaborative determined optimal methods of communicating transportation project impacts to affected low-income and minority communities. The project resulted in two products: (1) a document presenting best practices for facilitating communications in a transportation public participation process, and (2) a database of “success” factors that are drawn from a variety of actual cases associated with these best practices. The primary goal was to isolate these communications factors and correlate them with levels of public participation success under various community and project conditions.
