As part of a team, Planners Collaborative identified and categorized delays in the implementation Intelligent Transportation Systems (ITS) projects across the country. This analysis was requested by the U.S. DOT in preparation for the reauthorization of the Transportation Efficiency Act for the 21st Century (TEA-21). Planners Collaborative interviewed federal, state, and local ITS officials at their sites about the reasons for project delays.
