Planners Collaborative staff worked as part of a team to produce a case study on surface transportation system responses to the terrorist attacks in New York City on 9/11/01 as well as the response to the Northridge, California earthquake in 1994. These case studies examined in substantial detail the nature of the operational decisions taken by transportation agencies to the catastrophic events of 9/11. Findings for comparative analysis among each case study were organized in the following categories: advance preparation, institutional coordination, human resources, communications, the role of advanced technologies, and redundancy resources.
