As part of a team, Planners Collaborative participated in the development of a cost-benefit analysis model to help decision-makers evaluate proposed bicycle facility projects. In this research project, the guidelines were developed to measure the benefits and costs in order to help compare investments in bicycling with other modes, to provide tools and knowledge that can advise the choice of bicycle facilities, and to integrate cycling benefits and costs into the general transportation planning process. The research was centered on facility decision issues that address each of the above issues: costs, cycling demand, and economic benefits.
