Planners Collaborative developed a security handbook for agencies and organizations serving the transit industry. Security has clearly risen to the top of the list of management challenges in the field of public transportation. A robust defense against threats to the country’s transit systems requires technology and tools, well-defined policies and procedures, adaptability, and constant vigilance. The handbook contained design ideas for detecting and deterring terrorist attacks as well as for minimizing damage and facilitating recovery, covering access management security guidelines, management of security-sensitive design documents, design considerations for vehicles, secure areas requiring worker identification credentials, and emergency communications needs.
